This is not a shader as it might seem at first glance, because Halloween VV is an additional resource pack for Vibrant Visuals designed to improve what originally improves graphics, and this time Halloween was chosen. What usually makes that day so atmospheric? Below are its features.

Deep lighting and contrast start the list of changes for a reason, as shadows and light from the sun and torches look even softer than with the standard VV. Updated materials such as ore, plants, wood, and stone have improved reflections and fine details (PBR effect).
At the same time, each biome has been given its own character, from warm golden tones in the savannah to rich greenery in the forests. And don't forget about the optimized day and night skies, improved transitions between times of day, realistic clouds and natural moonlight characteristic of Halloween.
As always, the pack supports all platforms except the Switch. Otherwise, whether you're on PC or console, the pack works fine.
