In fact, SafeGuard is designed to notify admins about actions that can be considered suspicious. For example, you as an OP receive notifications about every diamond mined, fast movement that clearly looks like a teleport, one-by-one kills, etc.
By default, the anti-cheat has already configured penalties and restrictions specified in the configs. Go to the SafeGuard github page to learn more about how it works or to more precisely configure it for the needs of your Minecraft PE server.
