To be more precise, your chest will still store any things. Any player can open it and put or take anything if the chest is open. But if you lock it, then all things and the chest itself will be protected from both theft and destruction. Nobody can break your chest and also open it until you open it. Oh yeah, a carrot on a stick is the key.
If you do not want to see dynamite on your server then there is an easy way to fix it - the No Griefing addon.
