If you are not familiar with multiplayer, then floating text is an opportunity to indicate or tell players about any information or event. It could be an NPC, market, property, note, or whatever. Typically, floating text is used on Minecraft PE servers, in particular on spawn areas.
There is no need to use command blocks, the addon offers a simplified way to enter a command. Open chat and type /summon entity: floating_text text ~ ~ ~ “Text”. Use any available symbols, letters, numbers, color codes, and more. To remove the text, kill the entity with the name you gave.
