There is nothing technically new, the addon introduces a new property that allows two players to ride a strider at the same time. The first player is the driver, the second is the passenger.
There are no fundamental differences from an unmodified strider: use a saddle and a warped fungus on a stick to guide your srtider. The second player only needs to sit next to you using the ride button.
1. Open the file (.mcpack) using Minecraft PE.
2. Activate the addon (world or game settings).

There are no mobs with two seats in Minecraft PE 1.16, each rideable mob can be mounted by only one player. But as soon as add-ons are involved, some of the rideable mobs change their properties and allow two players to ride. One such addon is this one that makes striders suitable for two players.
