This is not a shader and has nothing to do with textures, this is a real semi-volumetric fog that looks like a small gray cloud. Being a fairly large visual effect, the fog can absorb blocks and mobs, with the exception of players and liquids. In a general sense, it really looks like a thick fog if you summon some fog around you.

Do you urgently need a visual effect that can hide space or mobs? Open your creative inventory and grab a fog spawn egg to create fog wherever you want.
Alternatively, when playing survival mode, open the chat and type the /summon ho:fog command at the fogging location.
Please note that the fog moves upward and after a while it will disappear. Anyway, the Foggy Addon is perfect for any mini-games that require a similar effect, as well as for any cinematics since the fog is stable and does not freeze the game.
